		Solicitation for Providers of Federally-Funded Weatherization Assistance Program Services On this page are all of the materials as well as access to submitting questions under the Solicitation for Providers of Federally-Funded Weatherization Assistance Program Services. The Nebraska Energy Office receives funds from the U.S. Department of Energy to administer the Weatherization Assistance Program which helps low-income households save energy and lower energy bills by making energy efficiency improvements at no cost. Weatherization services are delivered through a statewide network of Weatherization Assistance Program subgrantees. The Nebraska Energy Office is developing a Weatherization Assistance Program State Plan for Fiscal Year 2013-2014 (July 1, 2013 – June 30, 2014). Eligible entities that wish to become a subgrantee under the Weatherization Assistance Program must have notified the Nebraska Energy Office by January 22, 2013, 5:00 pm CST, of their interest in becoming a subgrantee for the program year beginning July 1, 2013. That deadline has passed, and no additional subgrantee requests can be submitted. The Energy Office will, upon receiving written notification of intent to apply for subgrantee status, provide to the potential applicant an application package containing, but not limited to requests for: Articles of Incorporation, Mission Statement, key agency personnel, Board of Directors and representation, two most recent Certified Public Accountant audits, organizational chart, proposed staffing levels, and other information necessary to determine the applicant’s eligibility and capacity to deliver the proposed weatherization services. The application must also address: The organization’s experience, performance, and training in weatherization or housing renovation activities; The organization’s experience in assisting low income persons in the area to be served; and The organization’s capacity to undertake a timely and effective weatherization program. Completed applications are due February 28, 2013.

		Questions and Answers Questions and answers listed here have been submitted in response to the solicitation for the Nebraska Energy Office’s for Providers of Weatherization Assistance Services. Questions asked by phone, mail or in person cannot be answered unless submitted here to ensure fairness to all potential applicants. February 16, 2013 When is the deadline for turning in our paperwork? Completed applications are due February 28, 2013. February 11, 2013 It appears that the scoring criteria for the external audit section in labeled incorrectly. Shouldn't an applicant get 8 points for 0 finding rather than 8 points for unresolved findings? The scoring was listed incorrectly on the RFP that was sent via email to those who submitted an Intent to Apply. It is corrected on the link to the RFP on the NEO website. I thoroughly reviewed the RFP and the application checklist, and am not seeing a budget requirement. Is there a budget requirement that I might be overlooking? No there is no budget required as part of the RFP. February 06, 2013 RFP 3.1.4 4b Production assessment In the production plan by county is there a formula to determine that? If there is what is that formula? There is no formula to determine a county-level production plan. The applicant should provide a proposed production plan based on the agency's proposed service area that takes into consideration knowledge of the population and weatherization needs and demand in the counties that comprise the proposed service area. January 24, 2013 I am going through the RFP for WAP. In section 3.1.1, is there a standard form we should be utilizing to discuss the experience of our staff? Or should all RFP requirements just be stated in a separate Word document? There is no form, all RFP requirements should be responded to in a narrative form. In Section 3.1.4, 7b., how do you define projects? Also, what specific information about the projects should we be including? Projects are a program or an initiative that is administered by an organization and is related to a single grant award. Information about a project should include the amount of funds awarded/dedicated to that project, the purpose of the project, types of services provided, and information about who benefits or is the recipient of the services.
		2013 State Plan The Weatherization Assistance Program State Plan and recommended subgranteeswill be available to interested parties on March 29, 2013, on the Energy Office website at www.neo.ne.gov . Public comment on the Weatherization Assistance Program State Plan will be accepted in writing and at a public hearing on April 11, 2013, at a time and place announced later.
