Electricity Providers and Their Rates
Nebraska
2002

In 2002, Nebraska paid an average of 5.55 cents per kilowatthour for electricity.  The industrial sector in the state paid an average rate of 4 cents per kilowatthour, the commercial sector paid 6 cents, the residential sector paid 7 cents, and the "other" sector paid 6 cents.  The "other" sector included public street and highway lighting, sales to electrified railroads and railways, interdepartmental sales¹, or sales to public authorities and any customers not otherwise provided in the residential, commercial, or industrial sectors.

The state's electricity was supplied by 162 companies whose average 2002 rates ranged from the Western Area Power Administration's 1.3 cents to the Village of Decatur's 9.9 cents per kilowatthour.  Residential rates ranged from the City of Fremont's and Village of Spalding's 4.7 cents to the Village of Decatur's 11.3 cents per kilowatthour.

¹ Interdepartmental sales are sales of electricity by the electric department to the gas department of a municipal utility that sells both gas and electricity to its customers.
² Other includes ultimate customers not otherwise provided in residential, commercial, or industrial.  This customer class may include public street and highway lighting, sales to electrified railroads and railways, interdepartmental¹ sales, or sales to public authorities.
³ Municipals could be described as cities, towns, and villages, which purchase or generate electric power primarily for distribution and resale to the citizens within their municipal borders.  They are generally regulated by elected city councils.
⁴ A political subdivision is similar to counties, utility districts, or irrigation districts.
⁵ A cooperative electric utility is an electric utility legally established to be owned by and operated for the benefit of those using its service.  The utility company will generate, transmit, and/or distribute supplies of electric energy to a specified area not being serviced by another utility.  Such ventures are generally exempt from federal income tax laws.  Most electric cooperatives have been initially financed by the Rural Utilities Service (prior Rural Electrification Administration), U.S. Department of Agriculture.
⁶ State ownership refers to statewide organizations whose scope is larger than county level.
⁷ Federal utilities are federal government agencies whose primary function is the production and sale of electricity, either wholesale or retail.  They include utilities under the supervision of the U.S. Bureau of Indian Affairs, Department of the Interior.
